California insulin copay cap: $35 limit signed by Gov. Newsom

California Governor Gavin Newsom has signed Senate Bill 40, a new law capping insulin copayments at $35 for a 30-day supply. Authored by State Senator Scott Wiener, the legislation aims to make insulin more affordable for the 11% of adult Californians living with diabetes. The cap takes effect January 1, 2026, for large group insurance plans and January 1, 2027, for small-group and individual plans. Newsom’s move comes as the state delays its plan to produce low-cost, state-branded insulin, a project he previously prioritized. The law positions California alongside 28 other states and Washington, D.C., that have enacted similar limits on insulin costs.
